A nationally recognized leader in defense innovation with over 30 years of experience across government and industry focusing on the national security sector. Greg served as the inaugural Senior Scientific Technical Manager for Rapid Prototyping, Experimentation, and Demonstration at the Naval Information Warfare Center Atlantic, where he launched the command’s first Rapid Capabilities Office, aligned Department of War investments to operational problems, and drove faster technology delivery using prize challenges, other transactions, and consortium-based acquisition. Greg is now focused on dual-use technology delivering advanced capabilities—such as free-space optical communications, counter unmanned, and surveillance solutions —into military and commercial markets. His leadership spans roles at the Office of Naval Research, Naval Sea Systems Command, and Naval Information Warfare Systems Command. He is widely respected for his strategic foresight, public–private coalition building, and warfighter-first execution.

As Co-Founder and CEO of Marion Square, a federal advisory firm, Harvey has guided leading firms in AI, cybersecurity, quantum computing, and data infrastructure on aligning with government mandates and securing funded opportunities

Throughout his career, Harvey has developed and executed successful go-to-market and growth strategies for numerous venture-backed startups and served in executive roles, including leading government sales for two In-Q-Tel portfolio company.

As an angel investor and advisor, he has supported early-stage technology ventures focused on national security, infrastructure modernization, and advanced analytics, helping founders refine strategy, secure partnerships, and access public-sector opportunities.

Harvey earned a B.S. in Business Administration from The Citadel, where he now serves on the Board of Advisors for the Baker School of Business. He has also completed executive programs in Entrepreneurship and Innovation at Stanford University and the London School of Economics
